For the needs of an EU funded tender by the EU info center based in Zagreb, a consortium of agencies is looking for experts for a 10 -month project

Positions:


Key expert 1: Team Leader

The Team Coordinator will be responsible for overall coordination and full management of the team as well as programme activities and outputs, including the technical, financial and human resources. S/he will be the primary contact for all communications and delivery of reports to the EUD and will have frequent contact with the Project Manager (EUIC Manager). S/he will make certain that the Team is functioning smoothly and that all team-related issues are promptly dealt with. In particular s/he must have full quality control of all the team outputs including the substance, linguistic, grammar, translation, design and presentation etc. aspects.

No half-quality products should be submitted to EUD and it is the Team Coordinator’s full responsibility to ensure this situation. Also s/he will have full responsibility over the team's attendance, respecting of deadlines, coordination and replacements in case of absences. Furthermore in cooperation with the Office Manager s/he will have all the time clear overview of the budget and responsibility for its adequate execution (with final approvals of Project Manger) as well as subcontracting activities.

In addition, s/he will also be in charge of developing &following the key communication strategies/action plans and all reports. Also s/he will be a principal coordinator and/or implementer of consultancy services, manager of smooth daily operation of the EUIC, as well as of the EUIC volunteer scheme and all necessary crisis management. S/he will be in charge of proposing to the EUD plans for Europe Week and events related to the Croatia's Accession and coordinating the team's outputs. S/he will also, together with other experts, be in charge of delivering lectures to school visits in the EUIC. Finally, s/he will make sure that project duties are conducted proactively and with highest professional standard.

Qualifications and skills:
•    University level education (preferably, but not exclusively social sciences, media, journalism, EU integration) or at least 10 years of professional experience in the field
•    Fluent in written and spoken English, good computer (PPP & Excel etc.) skills
Assets:
•    Presentation and communication skills
•    Fluency in Croatian
General professional experience:
•    Management and organisational experience
•    Experience in working on the information & communication issues, PR, event management, written and electronic media, production and implementation of comprehensive communication strategies
•    At least 3 years experience in EU related matters and good EU knowledge
Specific professional experience:
•    At least 3 years experience of managing programmes, preferably, but not exclusive to, institutional and public relations, public awareness or promotion campaigns or EU funded projects
•    At least 3 years experience in EU communication matters
Additional assets (various/open):
•    Experience and understanding of public procurement & financial management principles
•    Work on a similar projects on EU Info Centres (EUIC)
•    Professional experience on EU information and communication in a former EU candidate country just before it joined the  EU
•    Excellent understanding of the Enlargement processes and EU policies in general

Key expert 2: Media and Communication Officer

S/he will be responsible for media research as well as provision of appropriate media monitoring on a daily basis (press review in the morning and afternoon as well as provision of relevant electronic media items). Special attention should be given to the EU related issues and adequate media analysis should be regularly provided. S/he will proactively inform about all relevant developments on the media scene and make sure all media data basis are regularly updated (in cooperation with the non-key expert in charge of data-bases). Also s/he will tackle relations with media which should be fully coordinated with the EUD Press Officer or Project Manager. In addition, s/he will manage the opinion polling activities inside the project but also regularly inform EUD about any other public results of opinion polls (both in Croatia and the EU) with relevant topics. S/he will tackle development/implementation of information tools and provide advice about how to react against anti-EU stories on the media as well as searching, preparing and drafting information materials, in particular, press releases, background notes, speeches, articles, news, etc. Short translations English-Croatian or vice versa might be required occasionally.

Like other Team members, s/he will give lectures in the EUIC to school children on the EU topics and be in charge of following and proposing activities for the European Year of Citizen. Also s/he will tackle various event management activities for EUIC and EUD and organise various contests, making sure that all these activities have enough coverage in the media and the public. Cooperating with the Web/Information Officer, s/he would be in charge of keeping in touch and be fully aware of the relevant EU developments and convey them via web-page, publications and other communication means.

Qualifications and skills:
•    University level education (preferably social sciences) or at least 7 years of professional experience in the field
•    Fluent in written and spoken English and Croatian, good computer (PPP & Excel etc.) skills
Assets:
•    Excellent copy-writer, editing and writing skills
General professional experience:
•    At least 3 years of experience working for or in relation to print and electronic media
•    Experience of media campaigns and media strategies
Specific professional experience:
•    At least 3 years of experience in the implementation of media related activities, media monitoring and cooperation with journalists in Croatia
•    At least 2 years of experience in handling event management and public information events in Croatia
•    Experience in EU related matters
Additional assets (various/open):
•    Previous experience in similar projects (EU information and communication & EUIC)
•    Experience in media research and analysis
•    Possession of innovative and creative abilities & ideas in terms of public relations and event management
•    Experience in holding lectures on EU matters
•    Experience in administrating a web page

Key expert 3: Web/Information officer

S/he will be the main person for maintenance and updating of the EUD 's websites and Facebook page, in both content and technical aspects and make sure that they are all fully update an in line with the most modern technologies and developments. S/he will be in charge of preparing the monthly electronic EU-bulletins. S/he will also be the main person for following and presenting the EU financed projects to the public and their results and benefits for Croatian society and citizens, via the web page (special section but also overall), but also through publications, news, materials etc. and will work on a comprehensive database of these projects, together with NKE2. Short translations English-Croatian or vice versa might be required occasionally.
Together with the Media & Communication Officer s/he would be in charge of keeping in touch and be fully aware of the relevant EU developments and convey them via web-page, publications and other means to the Croatian public. S/he will have to research various EU policies and present them to the public in a clear and uncomplicated manner, same as experiences of other accession countries. Like other key experts, s/he will give lectures in the EUIC to the school children on EU topics.

Qualifications and skills:
•    University level education (preferably social sciences) or at least 7 years of professional experience in the field
•    Fluent in written and spoken English and Croatian, excellent computer (PPP & Excel etc.) skills
Asset:
•    Excellent copy-writer, editing and writing skills
General professional experience:
•    Experience in and knowledge of EU projects
•    At least 3 years’ experience in public relations and public information
Specific professional experience:
•    At least 2 years of experience in administrating web pages
•    At least 3 years of experience of the EU information related matters in Croatia
Asset:
•    Bulletin & newsletters editorial experience, preferably electronic
Additional assets (various/open):
•    Experience in similar projects (EU information and communication & EUIC)
•    Experience with written and electronic media in Croatia and media campaigns
•    Experience in holding lectures on EU matters
•    Experience in mastering & moderating various institutional social networks (Facebook, Twitter etc.)
•    Experience and advanced knowledge of IT & technical web aspects
